HIGHER EDUCATION IN INTERNATIONAL RELATIONS AS A "SOFT POWER" FACTOR (THE EXAMPLE OF THE EUROPEAN UNION)
Abstract
First, it is determined by the increasing importance of "soft power" as a tool, as well
as a factor and resource of the foreign policy of states. The concept of "soft power" in
recent years is increasingly common in official documents of foreign policy agencies of
the world and in scientific literature, indicating a growing demand for this tool. The
increasing use of "soft power" by states requires further understanding of this concept
and a detailed analysis of the practical experience of its application.
