CONSTITUTION OF THE REPUBLIC OF UZBEKISTAN IS A POWERFUL SUPPORT AND LEGAL GUARANTEE OF SOCIAL DEVELOPMENT

Abstract

The Constitution of the Republic of Uzbekistan is a powerful support and legal
guarantee of social development, a vivid symbol of the independence of our country. Its
adoption has become one of the most important stages of the country's sovereignty. The
Basic Law is the main basis for the protection of human rights and freedoms, health and
welfare, public health, broad reforms in the political, economic and social spheres. This
serves as a solid legal foundation for the subsequent development of social relations and
determines the vector of interaction between citizens, society and the state. The core of
constitutional law is the current Constitution itself. The role and place of the Constitution
in any national legal system is fundamental and paramount. Moreover, each state has its
own Constitution. It should be emphasized that there is not and cannot be a universal
constitutional model that is the only one suitable for all states. Each state has its own
way of constitutional development. The path chosen by the country and the successes
achieved in the process of phased implementation of the Uzbek development model
recognized by the international community and the practical results of the implementation.
Every year, the Constitution Day of Uzbekistan is celebrated on December 8. It was on
this day in 1992 that the Basic Law of the country was unanimously adopted at the 11th
session of the Supreme Council of the Republic of Uzbekistan. At the same time, the
head of state signed the laws "On the adoption of the Constitution of the Republic of
Uzbekistan", "On the announcement of the Day of the adoption of the Constitution of
the Republic of Uzbekistan as a national holiday", "On the procedure for enacting the
Constitution of the Republic of Uzbekistan". The Constitution of Uzbekistan is a creative
unity of domestic state-legal, spiritual and cultural needs for progress and the world
experience of sustainable constitutional self-development. When preparing the draft
Constitution, its authors relied on three main sources: the centuries- old national legal
heritage, international human rights standards, and foreign constitutional experience.
The operation of the Constitution over the time that has passed since its adoption has
shown that it has progressively determined the legal parameters of the political and legal
system, public authorities and administration, and the development of civil society
institutions. We may add that the Constitution of Uzbekistan has passed the examination
of specialists from the United Nations, the Council for Security and Cooperation in
Europe, scientists, lawyers from a number of foreign countries; it has consolidated the
fundamental provisions of democracy:
